How does it reach an exact KB range?
It searches JPEG quality to land just under the maximum. If the image is too small to reach the minimum, it adds harmless padding data without changing any pixel.
How is the DPI requirement met?
200 DPI is written into the JPEG header (JFIF density), which is what most upload portals read.
